Double Barrelled Flintlock Pistol

In the 18th century, the design of pistols was only constrained by the creativity of the craftsmen. Among these was the double barrelled shotgun-style pistol favoured by civilians, sailors, pirates, privateers, traders, and military officers seeking a personal defence weapon. Such designs were prevalent from the early 18th century until around the 1830s and were intended for close-quarters combat.

The downside of such a weapon was its shear size and the cost to produce them, unless stolen, these were out of the reach of the common man.

Pistols with 2 barrels have an obvious advantage over your enemy and grew in popularity in the early 18th century, having a second shot could quite literally be the difference between life and death.
